How freelancers can receive financial support from the government between March 16 – April 16
The suspension of cultural activities and projects, as well as of companies and organizations, has severely affected the freelancing sector working on copyrights or PFA contracts.
Full-time employees are offered technical unemployment, but that’s not the case with those working on projects. Thus, many independent artists, as well as the technical staff who worked on copyrights, have been left out for an indefinite period of time.
Taking all of this into account, Minister of Labor Violeta Alexandru, has announced that the government will support the independent sector by offering a compensation of up to 75% of the average gross salary to freelancers. Those who work as independents with sports clubs can also benefit from this financial support.
According to the minister, the support covers the period decided by the government, March 16 – April 16, 2020, with the possibility of regulation, depending on the evolution of the situation.
Therefore, the documents for the March 16-31 period can be submitted starting with April 1st, and the applications for April can be submitted starting with May 1st, 2020.
Those wishing to receive the compensation must show that their profit in March has declined compared to the last 3 months, and that they’re unable to further continue their activity. In order to simplify the process, self-declarations won’t be verified for the time being, but random checks will be carried out after the pandemic crisis has come to an end to ensure the legality of the requests for obtaining funds.
The documents can be submitted starting with April 1st, 2020, by following the below steps:
1. The documents must be sent to plati.covid.county@mmanpis.ro (for “county”, add the abbreviation of the county you belong to – for example plati.covid.ab@mmanpis for ALBA county).

2. The documents must be sent to the territorial agencies for payments and social inspection where the individual or legal entity, who has interrupted his activity as a result of the Coronavirus, has registered its office.
The required documents
1. The application and self-declaration by the authorized natural persons (PFA), individual companies (II), family businesses (IF), liberal professions (PF).
The email must contain: the completed and signed application, the completed and signed self-declaration, a copy of the identity card, and the bank account statement of the PFA, II, IF, PF.
2. The application and self-declaration by the natural persons who earn income exclusively from copyrights and related rights.
The email must contain: the completed and signed application, the completed and signed self-declaration, a copy of the identity card, the bank account statement, and a copy of a copyrights or related rights contract signed in the last 3 months before the state of emergency has been declared.
3. The application and self-declaration by those with a different form of employment required by law.
The email must contain: the completed and signed application, the completed and signed self-declaration, a copy of the identity card, and the bank account statement.
4. The application, self-declaration and human resources list by those who work on sports business contracts. The management must submit the documents in this case.
The e-mail must contain: the completed and signed application, the completed and signed self-declaration, a copy of the manager’s identity card, and the list of athletes.
5. The application and self-declaration by those with individual labor agreements under Law no.1/2005 on the organization and functioning of the cooperative enterprise.
